What this is. HMCTS's guide to SEND appeals (SEND37, February 2019) describes a
working document as “a copy of the final EHC Plan, on which both parties have worked to show the
changes to the wording that they want or can agree, as well as those issues which the Tribunal must
decide on the day of the final hearing”. This is a generic, unofficial template from
notourjurisdiction.co.uk for laying that out, section by section — it is not an HMCTS form, and your
case directions or the local authority may specify a different format (often tracked changes on the
plan itself, with agreed text and disputed text marked differently). If they do, follow the directions.
Suggested marking convention (state yours on the document): plain text =
the final plan as issued and agreed; bold or underlined = wording sought by the
parent/young person; struck-through = wording sought to be removed; label each change AGREED or IN
DISPUTE, and note who seeks it.
